"This insane regime [...] this tangle of cowardice, blindness, craftiness, and stupidity" (59). This quote does a very good job at summing up how the Russia's government thought. This is important to the book because I think that Russia is going to lose many, many more lives then are necessary to win the war because of how incometent their leaders are.
